27 orders with no Arabic text in the CPA archive

We did not find the Arabic translation of these orders on the University of North Texas site or in the Internet Archive. Most date from the last months before the handover (March–June 2004). Their English text is the original held in the archive. Their official Arabic text was published in the Iraqi Official Gazette (al-Waqa’i al-Iraqiya), but the Internet Archive did not preserve the files of these orders on the Gazette’s former website, so the issue in which each was published is not documented here.

27 of them now have an Arabic transcription from the Dorar al-Iraq legal wiki, which states that it reproduces texts as published in the Iraqi Official Gazette. It is shown on each order’s page with a note on its source, and the order stays on this list because its Arabic text is not in the CPA’s own archive.

Numbers missing from the archive

  • Orders: 85
  • Memoranda: 11, 16
  • Order 85: the Dorar al-Iraq page for Order 84 contains a paragraph stating that CPA Order 85 will not be issued; that paragraph is not in either text of Order 84 in the CPA archive. Order 84

320 documents with no extracted text

249 of them are from the CPA archive and 71 from the companion sources, mostly scanned PDF files from which no text could be extracted automatically, and archived web pages with no body text. Those from the CPA archive are image pages, PowerPoint slides saved as images, Access databases and forms in formats that cannot be read automatically. They appear in their category lists, and their original files open from their pages.

OCR errors

Text extracted from images of documents may contain errors in some words or in line order, and some older Arabic orders (September–October 2003) had their text rebuilt from files whose fonts were not embedded, which left extra spaces inside words. Search ignores these spaces.

Limits of the companion sources

  • Official Gazette: issues 3990, 3991, 3993 and 3994 date from the Interim Government after the CPA and are kept for context.
  • Oversight and audit: some U.S. Government Accountability Office (GAO) reports on Iraq are not in GovInfo, such as GAO-04-902R (June 2004). The only Internet Archive capture of the CPA Inspector General’s appendices file (cpaig_appendices.pdf) is truncated; the part that exists was kept.
  • United Nations: Security Council meeting records were selected where Iraq appears in an agenda item, so a meeting that discussed Iraq under another item may be missed; only the Arabic and English versions were collected.
  • Congress: Congressional Research Service reports and hearing records were selected by title, so documents on Iraq that do not name it in their title may be missed.
  • Department of Defense: the documents are redacted; the Department withheld parts of them before release.
  • Interviews: the PDF transcripts of the Miller Center interviews could not be retrieved, so the only full transcripts kept are those found in the Internet Archive (Rumsfeld, Rice and Khalilzad); for the others, the interview pages were kept.
  • White House and USAID: the text of the pages and their files was kept, without the images attached to them.
