Iraq in the congressional lobbying records

The Lobbying Disclosure Act (LDA) requires lobbying firms to register their clients and file quarterly reports with the U.S. Congress. It is not FARA: many Iraqi banks, companies and organisations, and part of the Kurdistan Regional Government’s work, are registered here rather than there. This page shows the aggregate figures and the Iraqi relationships by the names of their parties. The reports, the issue texts, the lobbyists and their former posts, and the quarterly fees are in a locked wing, available on request; it opens with the FARA wing password.

We do not add up these clients’ amounts: what they disclose covers all their lobbying, not Iraq alone.

What the locked wing holds

  • A card for every relationship: the firm and the client under every name they filed with, the years, and a quarter-by-quarter fee ribbon.
  • Every report with its issue text, bills and codes, the government bodies lobbied, and a link to verify the official filing.
  • The “revolving door”: 185 lobbyists by name, 31 of them with their former government posts.
  • A FARA badge where the same relationship is registered in the FARA wing, with its link there.
  • The individuals category in full, and every non-Iraqi client that lobbied on Iraq, with its bills.

Limits of these records

Amounts are as the firms reported them, rounded as the law requires, after removing duplicate amendments. Do not add them to the FARA amounts: disclosure works differently. Filings were selected by searching for Iraq and its cities in the client name and the issue text, and by the client’s country, and the classification was reviewed by hand; an Iraqi client whose name and issues never mention Iraq may still be missed. Sources: the Senate bulk files 1999–2012 (from a copy kept on GitHub before they were discontinued in 2020) and the House bulk files from 2012 to today. Every Senate report keeps its official ID and link.
