l>3or.'t.~-o1 OFFICE OF THE ADMINISTRATOR OF THE COALITION PROVISIONAL AUTHORITY BAGHDAD, IRAQ PUBLIC NOTICE SAFEGUARDING IRAQ's BORDERS June 26, 2003 The Administrator of the Coalition Provisional Authority (CPA) hereby advises all citizens, residents of, and visitors to Iraq that the CPA has issued an Order establishing border policies that control entry into and departures from Iraq. The policies normalize travel to and from Iraq, consistent with the CPA's obligation to ensure security and civil order throughout the country. Under the Order, individuals must have a valid Iraqi passport or obtain a travel permit before entering Iraq, unless they are citizens of Iraq, were born in Iraq, or are part of the CPA, Coalition Forces, Coalition governments or CPA contractors. Any passport that has expired within the last four years will be considered valid until December 31, 2003. The Order suspends the former regime's attempt to cancel "N" series passports in 2003, and invalidates any passport issued after March 19,2003 that does not bear a CPA stamp. The "H" series passports remain valid according to their stated terms. Certain individuals may be denied entry into Iraq in order to preserve public security and safety, including persons who are suffering from serious communicable disease, cannot support themselves, or are associated with criminal activity, including terrorism All persons have the right to exit from Iraq if they possess necessary travel documents, unless they are senior members of the Ba' ath Party; are suspected of serious crimes; are linked to terrorist organizations or acts, or are suspected of involvement with weapons of mass destruction. ii!
