Thank you for your submission of 8 May. The Foreign Secretary thought your paper was "good" but, before your circulate it, he would like it amended to reflect his manuscript comments:
para 17: we need to say why oil may be a hindrance to the economy otherwise the point appears trite;
the section on Protecting Minority and Women's Rights needs to be two separate points because they are very different. The paper should also discuss whether there are parts of Iraqi society where women may have a better chance - perhaps in the Shi' a areas?
