Dear Hilary hen we spoke in the margins of Thursday's ad hoc Ministerial, I said I would write to you about the precarious situation on CPA(S) manpower. I know that Hilary Synott has appealed for urgent action in finding civilian staff for CPA(S). The attached list illustrates the need. It names military personnel currently on loan to the CPA in the UK area of responsibility but, as you will see, all are due to leave before the end of the year. Many of these people are Reservists. They are particularly effective in CPA roles often by virtue of their experience in civilian life. I am content that employing them in this way - as a stopgap measure - is making best use of those skills. But employing them in this way does divert manpower away from the security effort and when the next roulement of British troops begins there can be no guarantee that these skills will be replicated (although British forces will, of course, continue to support the • tecognise the effort that has been put into gaining crucial momentum in reconstruction and it would be disastrous if this fell away because of failure to attract people to the CPA. Of course, the military in MND(SE) will continue to offer their full support to CPA(S).
