Summary of Past Human Rights Abuse
The Coalition Provisional Authority (CPA) recognizes the pain, suffering and abuse that the Iraqi people have endured in silence for so many years, and wants to provide you with the opportunity to tell your story. CPA has created this one page Summary of Past Human Rights Abuse for you complete if you desire and turn in to any representative of CPA. This Summary is completely voluntary, and its purpose is to record and archive Human rights abuses committed against the Iraqi people during Saddam’s brutal dictatorship.
This Summary will be forwarded to the Human Rights Archive at the Office of Human Rights and Transitional Justice, Iraqi Assistance Center, for safe keeping until it is turned over to an interim Iraqi leadership. This interim Iraqi leadership, in consultation with the Iraqi people, will determine what legal or administrative process will address past human rights abuses committed by Saddam Hussein’s regime. Although this Summary is not a legal petition for redress under the existing Iraqi judicial system, and will not be used by CPA in a judicial proceeding against perpetrators, it may be used as evidence against the regime, or as a means by which an interim Iraqi leadership may contact you for further information in the future.
Recognizing your possible concern over who will have access to this Summary, we provide you with several opportunities to limit third party access to this information. This Summary will not be released to individual Iraqi citizens, or to members of the press, and will be protected at the Human Rights Archive until it is released to an interim Iraqi leadership. If you desire, your Summary will be sealed in an envelope until it is turned over. You also have the opportunity to authorize CPA to release your Summary, with or without your name or contact information, to a non-governmental organization (NGO), international organization or foreign government for the purpose of research or establishing commemorative memorials, museums or written materials of the past abuses suffered by the Iraqi people. If you do not specifically authorize this release, then CPA will assume that you have not consented.
There are many international, non-governmental organizations, and foreign government personnel or contractors that specialize in human rights documentation, protection and transitional justice. Individuals from these entities may independently contact you to offer assistance. This Summary is not intended to replace the valuable services of these organizations, and CPA encourages you to pursue assistance, counseling, reconciliation and justice will enable you to heal from the past, and focus on your future and the future of a liberated Iraq.
