This is a quick record. It covers the materials we have, actions to get rid of them (in best possible way - quickly and to best effect) and ideas which should be useful in future. I've also attached a contact list which we can use to start building a network around this because apart from sorting out the immediate problem, the idea was to get Iraqi organizations which would be carrying on doing/ advising on this sort of work in the future in touch and involved early. To this end please note in particular the 3 main democracy NGOs we have come across (Iraq Institute for Democracy, Iraq Foundation, Iraq Foundation for the Development of Democracy) as well as the existence of an Educational NGO consortium. As far as CPA co-ordination goes ((b)(6) kindly offered to get to governance interested parties for co-ordination with regions and existing Iraqi authorities and (b)(6) kindly promised same with regional public affairs officers. _will do dogsbody-level follow-up - please use us as points of contact. If this is a useful forum in which to start unleashing a flow of useful stuff, then we will arrange to reconvene in a couple of weeks, perhaps somewhere more congenial. Materials we have... At the moment, we have 100 mini-democracy-libraries; copies of titles from State Department's Arabic Book Translation Program (the 2 attachments are lists of contents of the mini-libraries and of other titles we have in Baghdad now) and USAID/ OTI has produced 15,000 copies each of 'What is Democracy' & 'The Democracy Papers' locally. We agreed that the books were all targeted at university/ college/ professional people. The materials that we have should be used as quickly as possible by.... Actions to get rid of them.... BL • Offering 2 of the democracy libraries to each Governerate and 1 to each Region (Adds up to 40). (b/6) Jis also going to get copies of 'What is Democracy' & 'The Democracy Papers' to the Regional Co-ordinators Co-ordinators are meeting this Friday 28 Nov. which would be a good opportunity to hand everything over. fs point of contact for the meeting -1(b)(6 any ideas about the best way to unite Co- • Offering 1 library to each University. Could John Agresto/ the Ministry of Higher Education advise abou his? If helpful, then the Free Spirit Society/ NGO consortium offered to distribute the libraries and OTI offere to fund shelving to be produced locally. • Distributing through capacity-builders, resource centers, professional associations. The International Republican Institute and National Democratic Institute are running workshops. 1 library each and will will offer 1 each to the women's resource center and Twill offer 1 to the Iragi Prospects Organisation for their debates and ask the Bla NGO resource center. (b)(6) Urban Professionals group about relevant professional organisations. (b)(6) will offer to General Information Centers/ CIMOC resource centers. • Distributing remainder as gifts when Amb Bremer and the Generals go on visits to relevant institutions (universities, professional organisations) or people (professors, professionals) (b)(6) BL offices. 25/11/2003 AND IT AN IN MININ 02817 08-5-0245 Page 2 of 3 This, of course, is all in addition to the Williamson Evers Bootleg Stall offering titles at cheap price just for you to test market viability, hopefully with an OTI-supplied market stall and dodgy raincoat. B6 To get hold of the titles/ libraries..... arrange through (b)(6) To get access to the KBR Warehouse (out of Palace, turn left, take first left and keep going to last gate on left - in there) Useful to note for the future.... Of course, this is Only The Start. The whole exercise will leave us with a good idea about what materials will be useful in iraq in the future; good sources; and the best means of distributing them. This will be useful for CPA/ Strategic Communications while it exists; for Iraqi organizations that will be running these sorts of programs in the future and for any international organizations that help. So this is a first effort to collate these ideas and Things That It Is Useful To Bear in Mind For Future for benefit of all. • Resources. BL •(b 6) Jexplained about US State Department's Arabic Book Translation Program. It is a global program to translate American books (about 12 titles a year) with 2 purposes (i) to disseminate US books (ii) commercial - the titles should be viable so that translated versions can be sold to indigenous publishers to distribute, market and profit from. The Arabic versions are prepared in Amman and Cairo. The process takes about 6-12 months. They tend to be aimed at professionals, college students and postgraduates. There is also an Outline Series, covering basic themes like "What is democracy/ market economy... etc." There is also a web resource at www.usinfo.state.gov. They are printing extra quantities of their new publications this year (especially young adult literature e.g. Newbery Award winners) to send to Iraq and are estimating that about 1000 of each is about right. This sounds quite low: we might want to make some effort to estimate what would be good. (b)(6) will supply a list of all titles and we will be able to get titles through (b)(6) • The UK's Department for International Development put together a note for us on available resources. I extracted lessons learned and sources (both attached). The British Council is investigating whether it can supply some from its Citizenship program in Bahrain last year. The Swiss government also produced many (particularly interactive packs for schools). explained about NED-funded democracy workshops that his institute had run in the North for 72 students lone of his students is Minister of the Environment). He used 40-45 books that he sourced in Beirut. IID wants to start mobile democracy libraries. Planning poster campaigns on democracy and constitution. • Activities and Ideas. The IRI is planning a web resource specifically for Iraq. The Iraq Foundation is proposing an e-democracy library, linking all resources, universities, schools, relevant national and international NGOs etc. We could start a new "Dar al-Hikmah" (the institution that was founded by one of the early Abbasid Caliphs to translate the western classics into Arabic during the 800s). We should find out • Needs. • Books about transitioning (rather than advanced or underdeveloped) democracies and on democracy and constitution. o Dopen tries, Hims, videos, posters, newspaper materials (these materials are more accessible to • Materials targeted at children, including for schools and television. o Materials to supplement Secondary/ High School curricula. • Develop Iraqi materials. 25/11/2003 Page 3 of 3 0. Make sure that the materials are used and have an effect. They should be incorporated in curricula and syllabi. At the moment, the curricula are driven centrally and based on single textbooks. There are also all sorts of creative ways of doing this - OTI is distributing USIP books on conflict resolution by giving them to 15 Professors who are paid $50/ month to mentor 20 students each for 3 months at the end of which there will be an essay competition and the winning students will get laptops. Could be used by 'Invisible Colleges', which was an initiative whereby top professors coached talented students in extra time. Prizes could also include internships at Ministries etc. • A single catalogue of all of these materials. A quick email about what I think we need to do then: 1. Work out what's there (if whoever knows could explain quickly what they've brought). We've got quite a lot of materials here - we'll bring along copies ( (b)(6) Jhas acquired 100 mini-libraries; lots of copies of other books about things democratic in general). More incoming I hope from the British Council (they ran a citizenship programme in Bahrain which apparently should yield lots of materials they can give us). What is Democracy & The Democracy Papers from (b)(6) 2. have a think about who the best audiences for the materials are... 3. ... and about the best ways of getting them out to people. How many to whom? Suggestions? Distribution option seem to include: Distributing to capacity-builders: local NGOs, local media etc.etc. Distributing through RT| or regional co-ordinators to local people/ places most likely to enable them to hit widest range of audiences. • Direct distribution through places which are most accessible to target audiences. E.g. copies in schools, universities, clinics, youth centers, libraries, resource/ info centers/ CMOCs etc. I expect we'll come up with a combination. There is an opportunity to start getting them out to the regions at the regional co-ordinators' conference on Friday 28th. 4. and as a side-effect put everyone in touch so that Iraqi organizations will find it relatively easy to source, advise on, distribute etc. such things easily in the future. It would be good to use this to set up mechanisms which will prompt the local assembly and production of Iraq-specific resources (& which will carry on after we've left). E.g multimedia packages on human rights, governance, constitution etc. for use in schools, universities etc. etc.. 11/24/2003 Page 2 of (b)(6) (b)(6) Governance: civic educatior Coalition Provisional Authority Baghda (b)(6) 136 11/24/2003 rathering for people interested in Griz edue. stuff David Belled Director for Regional Operation, Dept of State (Publiz Affairs Office) it knows abent the Spite Deft book progue That produces the Arabic trans tated basks 19505-19805 They have to be Am. books 12 bades/ year mi Cairo "Amman Themas Friehman, Lexust Oliver Tree Abiset a yeon to get a back out Outline Series: regulaly cupdated An Outline of Am. This collection of essays deals in particular with the contemporary scene, bringing the picture up to date. After the historical background has been set, the essays deal with the struggle for religious, political, cultural and social identity, all of which involve coping with unconscious and conscious stereotyping and margina-tion of Arabs and Arab Americans. 10/31/200: http://www.usembassy-amman.org.jo/wwwhabp.html Arabic Book Page 10 of 2: Title: The Myth Of The Modern Presidency Author: David K. Nichols Publisher: The Pennsylvania State University (1994) Publisher Of Arabic Edition: Dar Al Ahlieh (1997) 254 Pages, $4.00 "The Myth Of The Modern Presidency" is a major contribution to how we ought to think about the American presidency, its constitutional roots, and historical development. The idea that a radical transformation of the presidency took place during the administration of Franklin D. Roosevelt has become one of the most widely accepted tenets of contemporary scholarship. The more than 200 pieces were selected for their readability, as well as for their historical importance. Some are well-known: Patrick Henry's "give me liberty or give me death" speech, Abraham Lincoln's gettysberg address; wartime songs like "The Battle Hymn of the Republic", and "Over There"; and John F. Kennedy's inaugural address. But many others have been overlooked, or all but forgotten: early feminist speeches such as Lucy Stone's: "A Disappointed Woman". Other pieces reflect the contributions of African Americans and Hispanics to American culture. Stirring, memorable, and utterly characteristic of their times, the words and works of "The AmericanRreader" let you trace American history through the ideas of those who made it. Neustadt has added to the original study of presidential power a series of fascinating chapters appraising the presidential styles and skills of John Kennedy, Lyndon Johnson, Richard Nixon, Jimmy Carter and Ronald Reagan. Neustadt examines each of these chief executives in the light of his guiding belief that a president must always consider the effect of his decisions on his prospects for the successful exercise of presidential 10/31/200: http://www.usembassy-amman.org.jo/wwwhabp.html Arabic Book Page 12 of 2: power in the future. The book lists accompanying this letter'represent only a portion of the book titles available for selection and are meant as a starting point. The committee may accept, reject, add to, or amend the titles on this suggested book list. The titles were pulled from international reading lists, teachers' choice lists, students' choice lists, and various other lists of books recognized and awarded for excellence. They cover a wide variety of topics and age groups. While many titles are in English, they may be available in Arabic from the publishers. Book titles in Arabic are shaded on the first book list. Please revise the book lists and return them to us as soon as possible. We have donors who are ready to act on the final list and supply these libraries with new books. To aid the committee in the review and speed the selection process, internet addresses are available for many titles and are printed next to the book titles in the pages following the book descriptions.
