support for Inspections in zraq . ._ BACXGROtnm In 1991, Iraq · agreed co a U.N.-negotiated cease-fire to end the war of aggression it had launched against Kuwait. The cease-fire terms included a requirement that Iraq de&troy its weapona o~ mass destruction and long-range missiles and Iraq's voluntary acceptance of, and cooperation with, coq>rehensive, unfettered inspections to ensure compliance with this requirement. For seven years, Iraq deceived U.N. inspectors and defied the inspections regime before finally denying inspector• acceaa completely in 1998. (V) The Iraqi regime must now ·•how that it bas made a • trategic shift _in •its approach and decided to comply with its obligation&. A new U.N. inspection regime provides a means to test whether the Iraqi regime bas made this strategic shift and is willing to 'give up its weapons of mass destruction. There can be zero tolerance for further deception or ~oncompliance. Inspections must place priority on early testing of Iraq•• willingness to cooperate and to be disarmed of weapons of maaa destruction. To be successful, inspections must be rigorous, comprehensive, pervaeive and intrusive. lU)
