~Operations, Guantanamo Bay, Cuba Report on Observatit;>ns and Lessons Learned from Detainee Operations, Guantanamo Bay, Cuba 30May02 Purpose. T o report on the experiences and lessons during the establislunent of detainee operations at Naval Base Guantanamo Bay (GTMO), Cuba. Bacl<ground. Very little infonnation about detainee operations was available to a commander, joint task force (CJTF). Joint Publication (JP) 1-0, f?octrine for Personnel Support to Joint Operations, provides a very limited discussion of this area. DoD Directive 2310.1, DOD Program for Enemy Prisoners of War (EPOW) and Other Detainees and CJCSI 3290.0IA, Program for Enemy Prisoners of War, Retained Personnel, Civilian Internees · and Other Detained Personnel (EPW/Detainee Policy}, provide information that is mostly focu~d above the joint task force (JTF)/operational level. The only document that closely matched this detainee operation was the handbook Migrant Camp Operations: The GuarJt~namo Experience. This handbook was· used as the baseline reference in certain areas of JTF" I 60 operations. This report is provided to assist future commanders under similar circumstances by focusing on the build-up and providing a reference of experi~nces relevant to detainee operations at GTMO. . Prior to the arrival of JTF-160, GTMO was in the process of scaling back activities because of 9 · uced operational requirements. Many of the base services had either been curtailed or · e1iminated and base facilities were not prepared to support ITF-160. Once the JTF arrived, man wer was made available to assist with base re aration efforts. lmps:/kal12.anny .miVfouolGTMORcport.asp?WGSID= 1063723436 (I of 7)5/S/2004 3:32:45 '""!jCllOTll K!>KS>
