Saddam Hussein never prepared a budget after he came to power in 1979. The Iraqi national budgets for the second half of 2003 and all of 2004 (Iraq budgets on a calendar year) are posted elsewhere on this website. Iraqi ministers participated in the preparation of their ministries’ budgets and now run their ministries within those budgets. To further foster a climate of transparency, the Coalition established and maintains a Program Review Board to examine requests to spend Iraqi funds controlled by the Coalition and make recommendations on expenditures to the Administrator.
