Statement of Objectives Kirkuk Foundation I. PROJECT DESCRIPTION This project is to design the management, administration, and operating procedures for a new Foundation. This solicitation is posted subject to availability of funds. II. STATEMENT OF WORK The Contractor shall provide, in Contractor developed format, the following (1-4) no later 10 days from contract award. All completed work shall be presented electronically: -- Design a governing and management structure appropriate to the proposed foundation described in Attachment A. -- Draft the By-laws for the Foundation. -- Identify chains of command, and appropriate reporting schedules. -- Draft descriptions of responsibility for key governing bodies and positions. -- Design appropriate financial systems and controls for: 1. Management of funds held by the Foundation in trust 2. Management of the Foundation itself -- Draft an announcement to solicit bid packages for international management of the Project Management Unit. III. Offers must be valid for 30 days. IV. Place of performance may or may not be in Baghdad, Iraq. Attachment B Graph of the Proposed Management for the Foundation
