Continuation page for A0006 4. Reference SOW Para 11.20, Fire Protection, which states, “Tal Afar does not have sufficient facilities for a fire station.” It’s not clear if this statement is meant to imply the contractor has no fire station responsibilities at Tal Afar or if the Government is just stating that the contractor will be performing fire station responsibilities out of ad-hoc facilities, other than a fire station. Can the Government please clarify if there are any differences in contractor fire station responsibilities between the two sites? Also, please confirm that the contractor is required to provide a fire truck at each performance location. Answer: The contractor must provide fire extinguishing capabilities at Tal Afar and the Government is stating that the contractor will be performing fire extinguishing responsibilities out of ad-hoc facilities, other than a fire station. Responsibilities are minimal and no fire trucks are required there. An Numaniyah will have a preexisting 2 bay fire station per brigade. The contractor must provide fire trucks only at An Numaniyah. The SOW has been amended to reflect this change. 5. Reference Price Schedule CLIN 0007, Water Systems. The CLIN wording uses the words “Price per bottle” yet the corresponding SOW Para 11.4, Water Systems, appears to be discussing a requirement for bulk potable water. Can the Government please clarify? Answer: A0005 clarified this requirement. It is now to be proposed as a service to provide portable water per SOW paragraph 11.4. Other details are provided in the SOW, paragraph 11.4--Reference A0005. 6. Reference Price Schedule CLIN 0007, Water Systems. The schedule appears to require the contractor to enter a unit price for each liter of water. However, it is not apparent what factor the contractor should use in order to arrive at an extended price on the Schedule. For Tal Afar, is the calculation (200 liters/person/day) X (1,000 persons) X (365 days) X (Quoted Rate per liter of water)? That would equate to 73 million liters of potable water for Tal Afar and 438 million liters of potable water for Al Numaniyah. Since this CLIN has huge cost implications, can the Government please clarify how contractors should price this item? Do we simply multiply our unit price for potable water times the 73 million and 438 million figures? Answer: This was clarified in A0005. The requirement is for a service to provide portable water as specified in SOW paragraph 11.4. How the offerors accomplish this service is up to the offerors.
