Introduction: Need to look at the relationship between an elected government (comprised of elected or appointed officials) and the military. The government and the Army have common interests that they must work together At the same time, there is some conflict between them: let’s take a look at what that might be. Here are the topics that we will cover today. Again, this is a discussion – I would like to hear from you as to what you think. For this class we will only discuss the army, but the role of the government would be the same for all security forces, which can include: the Civil Defense Corps and national Police These are intended to be broad discussions and not fine points about the relationship LEAD GROUP THROUGH SOME DISCUSSION ABOUT THE ROLES “Now lets take a closer look at some key points” Of Course, the purpose of any military is to fight – but for what and why? A person, an idea, the common good? Who decides? Since the beginning of time, man has recognized the need for protection. That protection usually is to protect the people, and area, and the beliefs or ideas of that group. Today we call this the citizens, the independence of a nation, and the laws and constitution of that nation. Following the fall of a dictator – the military is important in taking the lead in the reform or rebuilding of the nation – not seize control and impose their own control. Because of the capabilities of the Army, it makes common sense to aid the event of a disaster. Under special circumstances, when other law enforcement agencies fail, there is a role for the Army in maintaining internal security to maintain order only. We will focus on the first two points, protection and reform. Government’s role as it involves the military is to provide the limits of what it can do and coordinate its action for the common good as defined by the citizens. For the Army to be legitimate – it must be approved, by law by the government Currently in Iraq, the Coalition Provisional Authority Order 22 established the need and authority for the New Iraqi Army – It defines the mission and command structure of the New Iraqi Army. Mission is defined as the military defense of the nation, including defense of the national territory and security of critical installations, facilities, infrastructure, and population. Command structure is currently under the CPA as the civilian commander-in-chief until the transfer to an internationally recognized, representative government, established by the people of Iraq. ADDITIONALLY: A nation has only limited resources, money, and people. Just like in our own lives, we have competing things for our money. On a national level, the government must decide how to spend what resources they have for the common good of all: After looking at the available resources and the total need for an Army, the government then must decide what that Army will look like – how many soldiers, what kind of equipment. Since laws must be accepted for the creation of the army, the manner in which the army operations must also be established by law. Possibly talk about the United States recovery from the Great Depression following WWII was in part due to the returning Soldiers skills, education, and leadership that helped the nation to improve.
