Method, confidence and limits

How these links were found: we extracted names from the archive’s English texts (5,834 public documents) and compared them with names in FARA records (registrants, foreign principals, short-form filers during the Iraq engagement, contract signatories) and LDA records (registrants, clients, lobbyists and their former posts). We then read the strongest candidates’ evidence one by one. The result: 266 candidate people and 74 candidate organisations.

A matching name is not a matching person. “Established” when both records state the same role (Blackwill’s NSC post), when a FARA filing states the role the archive records (Allawi’s Governing Council seat), or when a company’s LDA report names “Iraq reconstruction”. “Likely” when an uncommon full name matches and the context points to the role. “Doubtful” candidates (259) are not named: surname-only matches or common names.

Limits: matching ran on English texts only; Iraqi names in Arabic script and their variants (Bayan Jabr / Baqir Jabr, Rend al-Rahim, Barham Salih) may be missed. A short form at a firm with many clients does not show that the person worked for the Iraqi client. LDA records before 2012 come from the Senate bulk copy and lack the third quarter of 2012. No payments or contacts from FARA filings are shown here: only names, roles, dates and registration numbers, all from published sources.
