Pay Procedures:
This paper outlines the pay procedures the Bases and Facilities (B&F) Section, Joint Staff and the Base Support Units at each base will use to provide pay and allowances to our personnel – civilian and military. These procedures will be used as interim procedures until the national communications and banking networks allow the Iraqi Armed Forces to progress to a check to bank system.
Flexibility
Given that BSU’s exist to support the operational units, the pay system will maintain the flexibility to support operational and training schedules of the units.
Confirmation of Payrolls
Not later than the 12th of each month, the Bases and Facilities Section will provide to each BSU the pay rosters that B&F holds for the units assigned to that base. Rosters will be broken down into company rosters sorted by battalion. Brigade and division staffs will be paid via their respective HQ companies. School organizations and other special units (Band, Recruiting Centers, BSUs, etc) will each have their own roster.
The BSUs Pay and Finance Sections will take those rosters to the respective battalion, brigade or division S/G-1 sections or the special units. The units will verify the information on the rosters, making corrections in ink as necessary. In particular changes of rank or status (UA, transferred, etc) will be noted. They will then return the rosters to the BSUs.
The BSUs will send the corrected rosters, either electronically or via courier, to Bases and Facilities not later than 17th of the month. The Bases and Facilities will correct the data bases not later than 22d of the month. They will then generate the actual pay rosters broken down in the same units as previously.
Delivery and signing for funds
Bases and Facilities will deliver the rosters and corresponding funds to the BSUs at their respective bases. BSU Pay and Finance personnel will sign for both rosters and monies.
Payday
Payday will be determined by agreement between the senior commander at each base and the Base Commander (or in his absence the BSU Administrator). In any case, it will not be earlier than the 25th or later than the last day of the month, without prior permission from Bases and Facilities, Joint Staff.
On payday, the designate unit (battalion and above) pay officer will report to the BSU to draw the rosters and funds. He will then return to unit area and conduct cash payday. In battalion sized units, the battalion commander will designate company pay officers. Each company pay officer will sign for his roster and funds. He will then pay each soldier. Battalion, brigade and division staffs will be paid by their respective Heaquarters Company pay officer. Special units will be paid by their pay officers.
Pay call will be conducted in an office designated by the unit commander. The pay officer will call soldiers forward in roster order. He will count out each soldier’s pay individually and hand it to that soldier. The soldier will be required to count it while still at the table. Only after counting it will the soldier sign the roster indicating he has been paid correctly. He will then leave the pay table and the next soldier will be called forward.
At the end of the pay call, the unit pay officer will reconcile his pay rosters and his funds. He will then return both to the BSU. Any excess funds will be returned to the BSU and the pay officer will receive a signed, dated receipt with the amount both in writing and in numbers on the receipt. Any short funds are the responsibility of the pay officer to reimburse the BSU.
The BSU will courier all pay rosters back to the Bases and Facilities Pay Section. The B&F Pay Section will enter the payments in the pay records of each individual. The will also make all indicated corrections to the rank and status of the individuals.
