Method, confidence and limits

Who is in the directory: public officials and companies only. Officials come from three sources already verified in the Lab files: writers of memos to Bremer (10+ memos), press briefing speakers, and the people in “The revolving door”. Companies are a hand-picked list of distinctive names.

Counting: a literal, case-sensitive search of the English texts of public documents (first and last name, with an optional middle initial). Common names may catch another person of the same name; counts measure presence in the archive, not importance.

Iraqi officials: members of the Interim Government (Regulation 10), the Governing Council and its Washington representative, with a list of alternative Latin spellings for each name (Ayad/Iyad, Zibari/Zebari…) and its Arabic forms; a document counts if the name appears in its English or Arabic text (after normalising hamza, ta marbuta and alif maqsura).

Limits: US and British officials and companies are counted in English texts only. Rare Arabic or Latin spellings not on the list may be missed.
