The Iraqi leaders, representing all regions of the country and all major ethnic groups, attended funeral services and met with families of those killed. The victims were mostly from the Kurdish region of Iraq that was brutalized by Saddam Hussein's regime. The Governing Council's gesture is an important sign of respect among ethnic groups in Iraq, as well as how Iraq's leaders are standing together as they develop a new democracy in their country.
