From: stephen white Sent: 21 September 2003 06:34 To: @fco.gov.uk Cc: ACPO INTERNATIONAL AFFAIRS Mailbox; Subject: RE: Police Training plan Rin, Thank you for the update although I am still keen to hear what is happening with the MDP. Sir Hilary has to be updated and the last I was able to tell him was that a meeting was held in London and that Rin was to be asked to brief me on the outcome - that was early last week.and I still am unaware of the detail. Sir Jeremy and Sir Hilary will be getting briefed by me tonight and I would like to be able to tell them that I have been updated by FCO in relation to: my resource bids other than training staff (1 am assuming they are not being addressed); MDP deployments to Basra (I am assuming they are not being deployed); training staff requests for mid October (I am certain they are not being met); and training staff requests for Nov/Dec (it appears that they are not likely to be met). The training academy project is on the move. We have the money from Baghdad, we have the contractors on site, we have the training materials, and we now have Danish police officers to deliver it. It is a shame that all the work done by the small UK contingent will be fronted, in the media and all the other good publicity, by Danish uniformed officers. I understand Paul's concerns but it would be impossible to guarantee that UK police would arrive at the training academy (where there is no staff residential accomodation planned) and never leave it until their 6 month mission is over. I have secured accomodation for them at the Palace with all the rest of CPA staff. There are armoured cars and CP teams to escort them to their work at the academy and the Brigade has been tasked to provide additional security at the site. It has Iraqi police and security staff already and a (British) army company is co- located at the site. Those of us who are on the ground are finding it difficult to fully understand what the main issues of the debate are regarding the deployment or otherwise of UK civpol. I have already reported the personal security measures which will be in place for the UK coningent if it ever is deployed. This latest request seems to be at odds with the details already supplied. Regards. Stephen DECLASSIFIED was bomb lolly as well so may nave already asked you. For the tour ›JCC positions we are, at Paul Kernaghan's suggestion, considering ›approaching PSNI. Would you be in favour of this? If so please let >Rin know and Rin can follow up with PSNI. I will be away on a course next ›week and back in the office on 29 September. ›For Stephen, at the meeting we had with ACPO and the Home Office on >Wednesday evening we discussed the possibility of getting trainers out to >you earlier than the end of November. Paul Kernaghan said that he would > consider this option if he could be assured that there was a secure facility ›with permanent protection within which the trainers would remain for the >entire length of their stay. They would make only the journey from the ›airport to the facility and back again - with force protection and full body ›armour. Grateful if you could let Rin know if this is actually an option. >Rin/Colin also have a number of other questions relating to the training > facility but I'll leave it to them to ask them. >Thanks and regards, > > >>---Original Message-... > > From: Brand, Douglas, CIV [mailto > > Sent: 19 September 2003 14:47 > > To: @fco.gov.uk; @homeoffice.gsi.gov.uk; >>. @fco.gov.uk > > Cc: > > @southyorks.pnn.police.uk; > > Subject: Police Training plan > > >><< Message: Untitled Attachment >> << File: Iraqi police training > > summary A.doc >> << File: Iraqi Police Training and Development > > Master.doc >> S***** ******************** For more information on the Foreign & Commonwealth Office visit: hup:/www teo god uk For information about the UK visit: htp:/www.i-uk.com Please note that all messages sent and received by members of the foreign & Commonweith Office and its missions overseas mas be monitored centrall.
