Baghdad Interim City Advisory Council Mayoralty of Baghdad Invitation for Candidacy Mayor of Baghdad The Mayoralty of Baghdad and the Baghdad City Advisory Council are pleased to announce the selection process for the position of “Ameen Baghdad”. The Baghdad city Council and the Mayoralty of Baghdad have developed the following qualifications for candidates for this position: Minimum Requirements: 1. 40 years old. 2. Citizen of Baghdad who has resided here for at least the past 10 years. Or a native of Baghdad forced to flee due to the repression of the former regime. 3. University Degree (BSc or above) in engineering, law, public administration or a similar field directly related to city management and operations. 4. At least 10 years experience in engineering, urban planning or city administration in a major urban setting. 5. At least 5 years leadership experience in a senior management position in a large, multifaceted organization. 6. Capable of working constructively with a diverse group of employees and a City Council including all religions, ethnicities and both genders. 7. Capable of forming positive yet independent working relationships with senior ministerial officials, the media, and the Coalition. 8. Commitment to democracy, and to democratic institutions and decision-making at both the local and national levels. 9. Never a member of the top four ranks of the Baath Party. 10. Exemplary moral character; never convicted of criminal activity. Preferred Qualifications: 1. MA Degree or higher in Civil Engineering, Law, or Public Administration. 2. Professional specialization in City Management, Urban Planning or Water and Sewer Systems. 3. Current or past service with the Amanat al-Asimah or Baghdad Governorate. 4. Five years experience in senior-level city management in a large urban environment. All qualified persons are invited to establish their candidacy for this position by submitting a CV and a letter detailing their qualifications and providing at least three references. Applicants should prepare photocopies of official documents supporting their qualifications and previous experience but should not submit these with the initial application. Candidates will initially be screened by a joint committee of the Mayoralty of Baghdad and the City Council, which will invite selected candidates for private interview. The final election of the mayor will be by the council and representatives from all nine districts of the city. Amanat Baghdad is the executive authority that provides basic services to the residents of the City of Baghdad including potable water, waste water treatment, solid waste disposal, road maintenance and parks. Amanat Baghdad employs more than 9000 people and has an annual operating budget in excess of ID105, 000,000,000. Packets must be submitted to the General Information Center no later than 12:00 PM, Saturday March 20, 2004. The General Information Center is located on the left side of the entry lobby of the Amanat Bldg on Jumhuriya Street near Khailani square, and is open from 8:30 AM- 1:30 PM.
