The ministry was very corrupt and the mistreatment of incarcerated persons as well as others in care of the government such as orphans and the disabled is evident in the filth and barest of necessities being observed now by ORHA. Topping the list of priorities, ORHA will plant the seed for the ministry which all branches of it will be able to grow solid and hold up against the brutal reputation it obtained over the past decades. The ministry has five branches; adult prisons, juvenile prisons, social security, and main office. ORHA has their eyes specifically on two of the branches; adult prisons and social welfare. The prison system needs the most work due to corruption. Social welfare has significant moral value as it encompasses the needs of the disabled, orphaned and senior citizens. Facts on the Labor and Social Affairs Ministry -Saddam Hussein released over 40,000 inmates from the prison system during the war. -Social Security was handing out 75,000 checks to the handicapped and the poor before the war. -Social welfare controls the following centers: 20 orphanages 45 day care centers Five nursing homes 22 homes for the deaf Three centers for the blind 17 facilities for the mentally disabled Two homes for the severely mentally disabled Eight disabled employment centers Four workshops for the disabled Five rehabilitation centers Two centers for persons with missing limbs -The orphanages have a solid relationship with UNICEF. UNICEF continued working closely with them during the war and never broke ties. Children of the World and the Islamic Relief Fund have also been working with Social Welfare.
