To CPA, Baghdad, Ministry of Industry and Minerals
1. As from 1st of March 2004 responsibility for organizing, administrating, and paying the Facility Protection Service (FPS) was transferred to the respective Iraqi Ministries.
As we passed the month of March and now is close to the end of April it still seems to be a bit uncertain how many sites and FPS Guards the Ministries have approved to assume responsibility of. In general the Govemorate Directorates and State Companies do not have a valid foundation to run their salary budgets on.
2. Governorate Team (Gl) Basra is on daily basis contacted by FPS Site Commanders and Senior FPS Officers asking for confirmation of the amount of allocated salary and hazardous duty payment within specific Directorates. So far there have been no approaches from sites or officers within Ministry of Industry and Minerals.
3. GT Basra in co-operation with CF 1 Bde/MND(S) do its outmost to keep a clear picture of the current FPS status in the Govemorate within respective Ministries. In order to clarify this picture GT Basra kindly asks Ministry of Industry and Minerals to either confinn or correct the below mentioned number of sites and numbers of FPS Guards, NCOs, and Officers :
a. Number of FPS Sites within Basra Govemorate: 4 b. Number of FPS Guards, NCOs, and Of ficers: 1 1 Colonels 13 Majors 16 Captains 278 Guard Sergeants 0 Guards The above mentioned nwnbers includes the Al Thagir Factory with 32 FPS (2 Col, 2Capt, 28 Guard Sgt.) and the Ibin Majeed Company with 53 FPS (3 Col, 2 Maj, 2 Capt, 46 Guard Sgt.) If possible a sheet with the approved sites, incl. numbers of personnel, would be appreciated.

Appendix:
1. 2. 3. ministry.
4. List of sites and employees with salary infonnation.
Suggestion for salary based on the percentage scale.
Draft Table of Organisation & Equipment (TO&E) for a provincial headquarters for this List of recommended advisors/FPS commanders for each ministry at provincial level.
Sir,
1. The purpose of this document is to confinn the number of FPS guarded sites and the employees on those sites by rank. A salary budget is included along with a suggestion for future salary payments.
2. Each ministry should have a HQ at provincial level. A draft for a HQ is attached. as well. It is designed to control all branches of FPS within one province, i.e. finance, training, logistics, manning etc. The size of the HQ can handle up to approximately 1400 employees. Anything above that number would mean that additional staff officers are needed.
3. The Ministry of Interior has made a percentage scale to control the number of employees by rank. The scale is given as follows:
- 60% of the employees should, be with the rank of Guard.
• 30% ofthe employees should be with the rank of Guard sergeant.
- 5% of the employees should be with the rank of Captain.
- 4% of the employees should be with the rank of Ma jor.
• 1 % of the employees should be with the rank of Colonel.
All other ranks, i.e. lieutenant, lieutenant colonel etc. does not exist in the FPS. However, the majority of the employees in the FPS are former military officers and NCOs and therefore often hold a rank which is not recognised in lhe FPS. For them their rank is a question of honour and feeling. To tell an officer that he is detnoted to a lower rank can be very hard for him to comprehend and accept.
In Basrah province no one has 'the rank of guard only guard sergeant and up. Following the FPS salary malrix by rank will result in a large sum of money for salary. So far the Coalition Forces have paid the FPS according to the percentage scale not talcing into account their actual ranks. In that way ea.ch individual is paid a lower salary compared to his rank which so far has not caused any problems as long as they can uphold their rank. An example is shown on the nex:t page.

An imaginary site contains 100 employees divided in to the following ranks:
Colonel 6 @ NID 438,000.00 == NID 2,628,000 Major 7 @ NID 300,000.00 NJD 2, l 00,000 Captain 5 @ NID 221,000.00 NID 1, 105,000 Sergeant 50 @ NID 198,000.00 = NID 9,900,000 Guard 32 @ NID 1 79,000.00 == NID 5,728,000 Total NID 21,461,000 If they are paid according to their actual ranks the total salary wouJd be NTD 21,461,000 and the percentage of each rank would not follow the one given by the Mol.
If the percentage is followed instead the salary would be:
Colonel 1 @ NID 438,000.00 = NID 438,000 Major 4 @ NID 300,000.00 = NID 1 ,200,000 Captain 5 @ NID 221,000.00 = NID 1,105,000 Sergeant 30 @ NID 198,000.00 == NID 5,940,000 Guard 60 @ NID 179,000.00 === N1D 10,740,000 mn •oo The idea .
is that the ministry pays the site commander the total sum of money. The site commander then distributes the m,oney according to an agreement made between him and his employees.
The only site where this procedure doesn't work is the provincial FPS HQ. Here the employees should be paid according to their ranks which should follow the TO&E (se appendix 3).
4. The total number of sites and employees is listed in appendix 1. The salary budget is included and is in this appendix based on each individual's actual rank. In appendix. 2 the same information about sites and employees are given. This time the salary is based on the suggestion mentioned in paragraph 3.
S. It is strongly recommended that your ministry takes over this amount of sites and employees and that a HQ is formed as drafted in appendix 3. The undersigned will happily assist you in the future and do the actual work on the ground. All sites have been inspected by CF sometime within the last two months. The need for security around the site-s is hereby confirmed by us. Any logistical matters will be dealt with by the CF, i.e. weapons, uniforms etc.
6. As advisors/provincial commanders of FPS for the ministries tbe CF in Basrah recommend the list of names given in appendix 4. Through the undersigned the HQs will be formed as soon as you implement them. Some HQs are suggested joint and collocated between two or more ministries.
This is due to the small amount of sites for the involved ministries.

The suggestion is that he is paid as a majr (204,000.00 NID) and receives the hazardous duty pay as well. He will work as an advisor on administration and security along with other duties.
c) The communications section as outlined in the brief mg given by the Ministry of Interior is suggested cancelled. The communicatiom officer is transferred to the operations & training section. I believe that you should have the list of staff already as they were paid by MoF unlil 1 April this year. Please let me know if you can't recover it. I will then get the list from the relevant person.
lbn Majid is still part of MIC but in the process of being transferred either lo the Ministry of Industry or to the Ministry of Oil. A final decision has not yet been taken so for the time being, it still belongs to MIC.
lbn Majid is under reconstruction. We expect the company to start operating again from 15 June. It has already a number of contracts lined up so funding for the FPS guards is only required until approximately 1 August. After that, the company should be able to pay for security themselves.
Thanks for your help with this.

I have forwarded your email to I (b)(6) ho is the primary point of contact here at MoF for FPS gu a_rd_ s ____ __.
I had been working with Marcel from Private Sector Development on the issue of the MIC companies before he left. I do believe that we should be able to help, you with the lbn Majid company. The latest that I have been told in regard to the MIC is that some of them were handed over to the MoF and some were given to the Ministry of Industry and Minerals (MIM). Do you know where the lbn Majid falls?
Oo you believe that the information given to you b is reliable in terms of the amount needed? Does this amount in 'cTi:ia'eflazardous duty? Can you send a list of the names of the guards and their ranks, if at all possible? Is the company at all functioning now?
will be in contact with you and we will see what we can do from 4/25/2004

PS Guards lbn Majid Engineering flnn Dear I (b )(6) I received your contacts from I (bl(6l Department in CPA S. ...._ ___ lin the Finance CPA S is working to reconstruct the engineering firm lbn Majid the largest engineering firm in Southern Iraq. The firm was severely looted after the war and security is required to protect the site while the company is under construction.
The Ministry of Finance has given the line ministries the responsibility for paying the FPS guards from 1 April this year.
lbn Majid Company is still part of the milltaty Industrial complex MIC which according to my information hasn't received any allocation for FPS guard payment. The net result is that 53 FPS staff Uiat are guarding the facility most likely will leave their posts by the end of the m onth is we can't continue to fund their .
salaries.
lbn Majid Engineering firm will be able to pay for the salaries to the FPS guards from 1 August as the company then will be operational again. We are only looking for the MoF to continue funding the 53 positions for anther four months. The total salary cost per months for the guards as quoted by Mr. Raja Hassan Ali the GM of the Managing and Accounting Department is ID 13880000 or a total of ID 55520000 or around USO 38,000.
There Is a similar issue with Al Zahf AL Kabeer Company with 32 FPS guards on the pay role. The firm does also belong to MIC and has received ne1 allocation. The future of this company is more uncertain.
The person dealing with this issue in MoF is al (b)(6) I They were not able to be more specific regarding me person m charge.
I woufd greatly appreciate a speedy response to this enquity or that you could forward it to the right person.
If we are unable to sort this out in the next fortnight I fear that a refurbishment that has costed more than USO 500 K have been wast&d.
Klnd regards
.

Minjstry of Industry and Minerals March 28, 2004
(b)(6)
Dear, -,__ ____ _.
The transfer of authority has required the Ministry of Industry and Minerals to adjust the number of approved and funded Facility Protection Servmces guards. Due to issues related to funding and the TOA process, the following FPS guards are directed to the Department of Border Enforcement for continued employment. These employees must meet the hiring and employment criteria established by the DBE prior to their acceptance for continued employment.
Affected employees should contact the Baghdad Headquarters for the Department of Border Enforcement or register with the Iraqi Help Desk at the Baghdad Convention Center.
Those who register with the Help Desk will be directed to Ministries who require additional Facility Protection Services guards.
Sincere!

During the transitional phase (the J>Friod of time prior to full Iraqi sovereignty in wch Iraqi personnel will be worJcjng at differing degrees ofindq, endence at the new DSA site) a ramp up from zero to I 00 or so positions will occui.
I wish to express my full appreciation for supporting us to get 4 vehicles few days ago, but the new Defense Support Agency requires more vehicles for the execution of the mission assigned to. In particular we request the issuance of the following vehicles for indefinite usage:

Mr. Director of PSD
Through Mr. Ra jaa Hassen Ali Stucfy According to your directions during the meeting held in (17/12/2003) regarding the usage of power transf onners in Al-karma company to the project of providing electrical power to the neighboring area.
The following is the study of the project Kindly your agreement. .
With best regards
Attached
1- (Report 2 papers)
Dr. Modhher Sadeq sabi
General Director
AL-karama company
2. 1. 3. • 4. 5. 'Feasi6ifity for Supp{yi.ng P.fectrica{ power pro ject Vsi.ng Jf.{ -'l(p,rama ateria{ 6ase antf tr ansf ormer s The available transformers in Al-karama Company Al-wazeerya site had been checked and they were (8) three phase transfonners of (1 MV A) rating per transfonner and a voltage ratings of 1 1 KV/ 380 V line to line in good state with the essential excesseries.
These Transformers are connected to the power supply stations via two types of transmission lines the first one is suspension (Arial) and connected to Almustansery-ya control station and the second one is underground and connected to Industrial waz.eerya station both with 1 1 KV.
Al-Karama work team visit Alresaf a power distribution company and discuss specialist Engineers regarding the pro ject and it was clear that the distribution company need to be provided by 5 MV A or higher and this power could be provided by the above mentioned transfonners (the transformer totai rating is 8 {MVA) .
To achieve th pro ject we need to provide a set of generators with a total ratings of (8-10 MV A) and the connecting equipments and junctions between the transfonners and generators and then connecting the transfonners and the generators in subunits ( according to the final design which depend on the capacity of the transmission lines and the connection diagrams of the distributors and feeders and there positions to ensure max. efficiency and Min.
power losses).
The estimated cost for the set of generators of (8-10 MV A) is about
750.000$ according to the local markets prices and for the connectors and others is about 150.000$. Hence the total estimated cost for the pro ject is about 900.000$ which is nearly (1450) million (l-2)
-- -- - ---- - -· -
•
•
I. D. Also the pro ject need to be provided with a bout 4000 liue of fuel per day.
The estimated average price of (1 KWH) is about 3 l.D (according to the rate of power conswnption) hence the estimated total price for the power provided by the pro ject is nearly (15-20 million I. D) per month that make the project not feasible economically (specially the total cost of the project is about (1450) million I. D and the estimated price of fuel consumption is about 6 million ID per month (if the price of I liter of fuel is 50 ID))
6- To achieve the project (f o make the project feasible and economical) we suggest the following:
A. Providing the fuel in fonnal prices continuously ( 10 I.DI liter.
B. Increasing the price of (1 KWH) to about (20 I. D) in case that Ministry of Electrical power agree with this price which is lower than half the commercial price in the local markets now a days so that the estimated total price for the power provided by the pro ject is about ( 100-140 Million ID) per month. Mean while AL-Karama team visited AL-Resafa Power disu-ibution company and offer the above suggestion accordingly they explained that they could not decide on the suggested price, hence, its needed to offer the concept and price to the ministry of elecuical power for final approval.
C. Providing the pro ject a loan of ( 1500 Million) ID from one of the Banlcs to be return dwing 5 years ..

After conducting a comprehensive study of the local market and the state companies need, it has been reached to the capability of conducting the following:

These pro jects have been selected for they are of our main work. They suit the specialties and experience accumulated at our associates during the past 18 years.
The company administration during the previous months contacted foreign as well as local and governmental companies so as to polarize them or to work with them as a sub contractor of a main one. Rut our efforts failed on accoW1t of the following reasons:
-1be foreign companies including the Turkish Company was trying to establish a mill for producing filters, but the latter apologized for the present time due to security reasons.
-Working with national companies as well as the state offices require existence of assets. As we are unable to enter into a specific contract with any party while we own no fils; therefore the essential subject is money, so as to rebuild part of the company and buy machines as well as services and to start sum works tha4t required high technology such as electric boilers whose production requires the following machines.
I -One grinning machine for steel plates 2-Two electrical welding machine J-One air compressor 4*Painting equipment

The cost of these items is calculated (20JJlraqi million dinais. It is possible to operate 70-100 associates in this production unit. Therefore and for the purpose of investing the associates' efforts in various works, we are ambitious for the following:
1 -The possibility of granting the company loans.
