MEMO TO: Reuben Jetl'ery
CC: CJCS
VCJCS 7 J
FROM:
Paul Wolfowi~
SUBJECT: Proposed Modiftcations of P• Reuben, The penalties in Section 6 for antiaircraft missiles, RPGs and imtrovised explosive devices would seem to be much too mild. Give~ potentia cO*nsequences of the use of such weapons - and the lack of any other reason for people to have them - a mandatory sentence of life imprisonment would not be disproportionate, particularly for surface-to-air missiles.
Moreover, those weapons which are essentially anti-Coalition or terrorist weapons should be distinguished from other "heavy weapons," which are a problem. but not of the same kind Attaehments
