This group has been designated the Office of Reconstruction and Humanitarian Assistance (ORHA) and is Jirected by Mr. Jay Garner. This office deployed in early March to the Central Command area of responsibility. The office is under the operational control of Commander, U.S. Central Command. ORHA's mission is critical to help create the conditions for transition to Iraqi self-rule and the withdrawal of coalition forces upon completion of their military objectives.
