From: Cheney, Elizabeth L [CheneyEL@state.gov) Sent: Monday, March 24,2003 10:29 AM To: 'DuBois, Ray, Mr, OSD-A TL' Cc: Carpenter, John S (DRL) Subject: Democracy and Gov. follow up Ray: These may not all be issues in your area, but I'm sending all to you since I think you were designated as the contact. (let me know if I should be in touch with anyone else about any of these directly) Wendy Chamberlin, AID Asst. Administrator for Asia/Near East (their main Iraq poe) called me this morning because she had heard I was working on democracy/governance issues. She said AID needs some guidance about whether they should put out a request for proposals dealing with local governance .. I said I wasn't the right person to answer the question. They want to be helpful but need some direction. Any thoughts about who they should be in touch with on this?
1. Scott Carpenter and I spoke this morning and are aiming to have a core team ready to report to work at DOD by next Monday, Mar. 31 . Scott and/or Judy Van Rest should also be able to report then and it's probably important to have one of them there from the beginning so the teani has a leader.
2. We need to sort out security clearance issues -- most members of the team don't have clearance because the aren't us . (b){6) (b)(7)(C) Thanks, Liz
