Statement of Objective (SOO) Renovation of The Talsoja Cement Plant in Sulaymaniyah, Iraq Background: Since the end of the conflict, the Northern region of Iraq has suffered from a shortage of cement from local sources. This shortage has resulted in increased prices for reconstruction projects, as cement must be imported. The cement plant in Talsoja has been operating at reduced capacity for years due to shortages of repair parts. The Kurdistan Regional Government (KRG) and the Coalition Provisional Authority have teamed together to renovate the plant with a goal of increasing production by at least 50%. Objective: Obtain necessary parts, upgrades, repairs and technical expertise necessary to maximize cement production at the Talsoja Cement Factory within a limited budget of $1,200,000 USD. Additional Requirements: Contractors shall provide a firm-fixed price proposal to provide parts, upgrades and technical expertise to restore productivity to the Talsoja Cement Plant. Technical oversight shall be supplied by the contractor, however installation labor shall be provided by plant employees under direct supervision of the contractor. Proposals shall include proposed delivery and installation schedule. Contractors may propose alternative approaches, as long as it is clear what will be delivered under each alternative, expected impact to production and how much it will cost. Contractors shall provide sufficient detail in their proposals to allow understanding of their technical approach and potential to impact production capacity. Emphasis shall be placed on maximizing production capacity on the line currently running rather than starting up the second line. The contractor must have a demonstrated record of satisfactory performance rehabilitating large cement plants (over 1000 yards/day). Relevant experience working in third world manufacturing environments desired. Contract price shall include all sustenance to e.g. food, lodging, and transportation. Office space in the plant shall be provided. Contractors wishing to visit plant may do so at their own expense and shall coordinate with the Contracting Officer using contact information provided in the solicitation. The following dates have been targeted for contractor visits: November 17-19, 2003.
