Sandbag Barriers II Questions and Answers In addition to any additional warranty and technical data, do we only need to submit the cover form for this proposal or also parts of Schedule B? I do see there is information required on page 15 in reference to a TIN number. TIN is not required if: the offeror is a nonresident alien, foreign corporation, or foreign partnership that does not have income effectively connected with the conduct of a trade or business in the United States and does not have an office or place of business or a fiscal paying agent in the United States; or if the offeror is an agency or instrumentality of a foreign government; or if offeror is an agency or instrumentality of the US Federal Government; Under number (24) 52.225-15, can the products be provided by a Sanctioned European Union country or do they need to be physically produced in one of these countries? Clause 52.225-15 will be deleted from this solicitation On page one of attachment B, can you please clarify the quantities listed under each of the 6 line items? For example, I am reading line items 1-5 as a total of 2 million sandbags? Is this correct? Yes Please confirm that you want the price of each unit calculated to include labor as specifically requested in line items 1, 2, and 3? The labor is included in the unit price. And can you please clarify line item #6? You want 360 unarmed escorts for the labor? This number is confusing. CLIN #6 has been revised. Will any security be provided for the unarmed escorts observing sandbag distribution? The normal and usual security for a US Embassy grounds will be provided. 7. CLIN 0006 is a request for no more than 4 escorts per day, possessing American citizenship. However, the quantity box is requesting 360. Am I to understand that if 4 persons are required, that this will be for a period of 90 days? Please clarify this point as we would like to submit the proper costs in our proposal. CLIN #6 has been revised to provide 4 escorts for 6 months and 6 days per week. 8. When is the work scheduled to begin? Since we will be hiring labor, it would help us to know how long we will need to hire people. The work will begin as soon as possible after contract award and NLT 14 days ARO. 9 Is it possible for us to fill the sandbags in Kuwait, then have them delivered to Iraq? We believe that this will cut down on our costs and time. The crowded and degraded transportation infrastructure between Kuwait and Baghdad and the uncertain security situation inhibits the effective and efficient transfer of sandbags. Secondly a significant function of these contracts is to provide employment for Iraqis. 10. Will security escorts be provided for our trucks coming from Kuwait? Will security be provided for our employees working on site in Iraq? Normal and usual security for workers on a US Embassy grounds will be provided. No other security will be provided. 11. What are the payment terms? Net 30 days 12. What size sandbags are you looking for? Regular size 14X26 13. - Is the above tender still open?
