Proposals should be submitted in three volumes: I. II. III. Technical Volume(.pdf format): This volume should demonstrate a clear understanding of the requirements of the Statement of Work and describe the contractor’s approach to meeting the requirements. Past Performance(.pdf format): This volume contains the offerors’ past performance over the last 3-5 years on similar efforts. Offerors should include POCs, phone numbers, and contract numbers where applicable so that past performance data may be verified. CPA reserves the right to seek information on an offerors’ past performance that was not provided in response to this solicitation. Cost Volume: (.pdf format) This volume contains cost proposal in sufficient detail to determine where costs are allocated in terms of labor and material and in sufficient detail to determine price reasonableness. CPA reserves the right to award without discussions.
