THIS IS A PRE-SOLICITATION NOTICE The Coalition Provisional Authority (CPA) Contracting Office, Baghdad, Iraq has a requirement for an aerial surveillance platform. This action is unrestricted and provides for full and open competition. The awarded contract will be for eight new fixed wing aircraft, qualified pilot upgrade certification, flight line maintenance certification and associated depot & back shop maintenance for one year and four additional option years. A Firm Fixed Price contract under FAR Part 12 – Acquisition of Commercial Items is contemplated. A formal source selection in accordance with FAR part 15 will be conducted to ascertain the best value proposal and subsequent award. The proposed solicitation number is W914NS-04-R-0129. The solicitation will be posted no later than 22 March 04.
