Hotline Guidelines Submit Complaint FAQs Hotline Frequently Asked Questions What is the purpose of the SIGIR Hotline? The Hotline is your means to report significant instances of fraud, waste, abuse of authority, and gross mismanagement. It is government policy to combat fraud, waste, abuse and mismanagement in programs and operations funded by the Iraq relief and Reconstruction Fund. The Hotline strives to ensure that allegations are properly evaluated and examined, and that appropriate remedial, corrective, and judicial actions are taken. Who operates the SIGIR Hotline? Calls are answered by professional investigators knowledgeable of criminal, civil and military laws and procedures, as well as provisions of government ethics regulations. Who may use the Hotline? Anyone. Do I have to identify myself? We encourage you to identify yourself to Hotline personnel, but it is not required. If you identify yourself to us, we will protect your identity. We will ask if you are willing to be interviewed by an investigator. If you agree, we will only release your identity to that investigator. This is your channel to report what you believe may be fraud, waste and abuse, and mismanagement; we rely upon your initiative to report such information to us, so that we can investigate. You can report this information anonymously, but it will limit our ability to contact you for additional information we may need to pursue an investigation. If you choose to identify yourself we will not divulge your identity to outside agencies without your consent. Protecting your own identity: You should be careful to avoid including information in letters to us that may enable others to derive your identity through personal statements or references. In any event, prior to referring written complaints for investigation they are thoroughly reviewed by an investigator. We will attempt to remove all information that could be used to determine personal identity, such as personal and gender references. All letter complaints referred for investigation are further protected by warnings to preclude the unauthorized disclosure of your identity. Department of Defense and Department of State Employees: Under the Inspector General Act of 1978, once an employee of the Department of State or Department Defense provides a complaint, we may not disclose the identity of that individual, unless the Inspector General determines such disclosure is unavoidable during the course of the investigation. How can I contact the Hotline? You may call the Hotline using our local Washington Metro number (703) 428-1045 or toll-free at 1-866-301-2003.
